At the Wankhede Stadium, the first of three T20 Internationals between India and Sri Lanka is starting as the opening game of 2023. With Hardik Pandya leading the Men in Blue on the field, India’s T20 cricket experience is officially beginning a new era. Arshdeep Singh, one of Team India’s cornerstone bowlers, will, regrettably, be absent from the beginning of this new era.
Arshdeep, who has been one of Team India’s most reliable bowlers in T20Is over the past year, is not included in the starting XI since he has not yet fully recovered from his sickness. The official statement explaining the left-arm pacer’s absence was also issued by the BCCI.
Here’s the clarification from the BCCI Twitter handle:

In the first T20I against Sri Lanka, Shivam Mavi will make his international debut in place of Arshdeep Singh.
